EaseUS PDF Editor might not have the name recognition of some of the other editors on this list, but it’s more than capable of holding its own in the crowded PDF editor market. PDF Candy is the rare free PDF editor that offers a lot of the features you’d typically have to pay for. We’re talking scanning, multiple file-conversion options, and OCR functionality. A whopping 44 tools in all. This is what makes PDF Candy stand out among the multitude of lesser free PDF editors.

Of course, being free, there are compromises. In this case, the interface is a little disjointed, with the tool icons lacking any discernible organizing principle. But once you get familiar with the layout, you’re off and running.
